IIRC, in the storyline, he missed his title shot more than once in the past couple of weeks (stuff like car troubles, etc.)
I don't really remember WHY these things were happening to Lex but yeah, that's why he camped outside in Nashville.
I don't think this storyline had any resolution as the nWo got going shortly thereafter and Lex needed to be a super face for WCW so no more awesome Tweener Lex stuff.
Didn't they take the belt off him like straight after? I seem to remember some shenanigans. Shame because it was a genuine feel good moment. Got a great pop
Or was that the Hogan/Luger match? Hmmm I'm gonna have to look.
Edit: Yup I'm mixing up two memories. This was the match with a table spot DQ loss for Giant so luger didn't win the belt.
The Hogan Luger match was probably a year later where luger won the belt but for the life of me I can't remember what happened but there was definitely some hoohar with the belt and Luger being stripped or losing straight after or something.
Imagine camping out knowing how that was going to turn out though?

Luger lost the belt back to Hogan 5 days later on PPV
He lost it on PPV almost immediately after - the next weekend, maybe?
